Thank you for the update and the different view. My view was from ground level with all the stones laid out, numbered, behind chain link fences. I haven't been there since the early 90s.

The cathedral has definitely been in use all or most of that time. They still have grand ideas -- another chapel or something. They are in the running for being the largest church building in the world and probably want to secure that title. Having it is a great tourist attraction as well as fundraising tool. Interestingly, they list Real Estate in their website menus and not "About the Building."

I suspect the high rise buildings are either to support the neighborhood they neglected for decades, as other large institutions of religion and higher learning diid, or to increase income for the church. While it is an active and much respected parish, its location was less than ideal and it was often on hard times.

I think the difference in perception is in the meaning of the word "unfinished." "Appears" static was the phrase I used.
