Two other thoughts that may be helpful when digging for underlying structure. One, education is governed by politicians. I do not mean that as a wholesale indictment, only that it is not governed by professionals (and not making the case that education would therefore be better, worse, or the same).

Two, while students may be the consumer, they are not the customer. Teachers need not make the consumer happy to maintain their positions, but they are generally wise to keep their customers happy.
