Subject: Modeling for Special needs programs

I am interested to know if anyone is aware of modeling for special needs programs. Specifically, I am interested in short term costs of providing tailored education with the longer term costs like government assistance programs later in life. I am curious if there is any work showing "societal payback" for these educational investments.
