I suggest you apply the Gallup Q12 survey for you to upload to the surface the causes of this poor performance, if you have to do sometimes with the seniority of a worker (Master in this case) but sometimes if you've assessed the skills an area of new teacher recruits found that there are many things to take care that the profiles of people.

Inventions such as the Q12 are tremendous, they give you a snapshot of the causes of low motivation and poor performance and then continuing this path takes you to change the history of any institution.

This is like putting a magnifying glass to see in other human behavior for any workgroup.
