Ed these are very valid questions. I tutor all math classes from Algebra 1 to Calculus so I am aware of what the kids are suppose to learn from the 8th to 12th grade in terms of math requirements. I stress I am a retired engineer not a certified teacher. It is very obvious when tutoring them that they have not learned the basics, and they are just being pushed forward, of course tutoring kids in Pre-Calculus and Calculus is a different situation, usually these kids just need some one -on -one time to clear things up, and to get them to establish a good work ethic. A lot of the problems with subbing are just behavioral problems, especially when the trouble makers know the teacher is gone. lol I have tried asking questions but when you are not their teacher you kind get blown off, if you know what I mean.
