According to the upper echelon perspective, it is the superintendent and his/her senior management team that our gripes about the failings of the schooling system should be directed not teachers.
How interesting your ability to analyze, I congratulate you, the truth as Kathy says, this has to do with the management of senior managers in their application of leadership for teachers, this is directly related to the emotional involvement of teachers and performance, this has been scientifically proven in the meta-analysis of the work of Gallup.
When something goes wrong at the level of teachers, we must turn up and usually indicates that the way to lead the human resource is often blind, so I suggested they review the work of Gallup in this sense, it is described book documenting the discovery of talents, from the poles to measure employee engagement to understand the causes of the failures and find those who are better engagement with students and community, no doubt this is connected with high performance.

By definition, a system comprises many parts working together to accomplish common ends.
I suggest to start giving names to each of these parts and then see the cycles of cause and effect behind this structure and interconnected to each of its parts and then begin with the development of each of these parts and follow the path will lead to the creation of a learning laboratory with new policies inserted to find the best points of leverage to achieve the objectives and goals.
I could help them develop the model that you need, is a question of agreeing as to the simulator used and the tools we use for version control and the portal to communicate with you and go.
