Pardon me for relabeling the thread, but I believe it will be easier to follow this way.

I would say, first, use Vernier probes (you probably have these) and figure out the levels of pollutants in the water. There's your stock. What's causing that particular stock of pollutants to rise over time? What's causing it to drop? how often will these measurements take place? are their stronger concentrations at various sample sites? If so, why?

Soon, the students' own questioning will start leading. This is a multi-year project, isn't it? That would be a boon to your local watershed.

Of course, I'm an English teacher by trade, so I am sure someone like Lou Macovsky, a science geek, would be more helpful here.
