Can education reform get in the way of reforming education? What are the dynamics of reform efforts? Because of the vast array of reform proposals and their advocates, school systems can be overwhelmed as they respond to demands for reform and externally imposed measures to assure accountability. Using a system dynamics model designed by Gary Hirsch as a starting point for discussion, we will look at various reform scenarios and strategies, identify some unintended consequences, and work together to understand what it takes to effect positive change in education. $125
