The two sets of modalities are not incompatible, and IMHO neither is wrong.
Those of Bill Ellis pretty much describe the setting (see for example, Seymour Sarason, The Creation of Settings and the Future Societies) while the PBS modalities are that of an individual person's learning response to a setting. It would seem like both are elements of a greater whole.
