I may be off base, but my take on this is that a system could have more than one objective. I think it's important to recognize, however, that the system goals may or may not actually be synonymous with the system objective. What I mean by this is that a system may be designed to do one thing (it's objective) when in fact the reality of the system structure is that it it drives towards some other outcome. You see this behavior in several of the system archetypes that have been defined, such as "Shifting the Burden" and "Eroding Goals."
