Yes, the structure and culture of an organization determines the behavior of the people working there. SD cannot be sustained in a traditional K12 classroom when the teacher is the only motivation and moves on. We know that SD is effective and efficient at accomplishing the goals you described when the teacher, school leadership, district leadership, parents and the union support inquiry-based, learner-centered and constructivist classrooms.
