Shades of Lester Thurow in The Zero Sum Society! Which segment of society do we want to harm, which segment to benefit? In economic terms, must social welfare increase because of this policy? Can that be done by making milk producers better off or making milk consumers better off? This seems to be an underlying motivation and is understood by every politician. Although we can be "arm's - length" modelers and present 'what ifs', values ultimately drive decisions. Len
