I apologize to Bill and the rest of the K-12 listserv and to citizens everywhere.
I ran up my ladder so fast my fingers typed and my pause button didn’t work before I hit send.
What I meant to say was that citizens have a mental model of how things work, they are extremely difficult to unfreeze, re-educate and refreeze again, even in the face of a crisis.
