"Emissions" is a flow into "co2 concentration" which is the stock.
A common mistake is to look at emissions as a stock, hence feel optimistic is emission would drop 20%, when it will still cause co2 concentration to grow, since as an inflow, 20% less emissions is till higher rate than the outflow.
