Looking at the annual report for a local suburban school district with three high schools each with 1000+ students, they don’t call it a problem because the dropout rate is under 4% just like it has always been.

First you have to define the problem. For example, are you measuring the annual dropout rate or the cumulative dropout rate from 8th grade through 12? If a percentage of the dropouts go to a community college and get a GED, how does that fit into your definition of the problem?
