Ok, this is a long-shot. What about if a group like the people taking part in this conversation put programming together for instructors and have it delivered through the Land Grant Cooperative Extension services. Extension has offices in every county in the country (for the most part). This is just the sort of thing that economic and community developments should be promoting. I hope I'm not out of line. Would the school systems tolerate this?
