I think the bare basics needed to be successful in mathematics is to be able to add, subtract, multiply and divide real numbers. If you can not do these basic operations, most likely life is going to be very difficult for you. If you can not do these basic operations with real numbers, there is no way you are going to succeed in a typical high school math program today. Some of the big killers are fractions and radicals.
