Look to the school district that embraces the teachings of the late Dr. W. Edwards Deming; for example, West Carrollton Schools, OH, here.
Look to the school district that has attained the noncompetitive Malcolm Baldrige National Quality Award; for example, Iredell-Statesville School District, NC, here. The district superintendent at the time, Dr. Terry Holiday, now heads DOE, KY.
Look to the school that has attained their state's quality award based on the noncompetitive Malcolm Baldrige National Quality Award criteria; for example, Florida Sterling Award recipient Tropic Isles Elementary School, Lee County, here.
Systems thinking is the essence of what such school districts and schools do, though they may call it something other than "systems thinking."
Also, aspects of systems thinking comprise a system. So, seeking "best of systems thinking" applied means seeking to introduce competition within the system. But competition keeps systems from being systems, except inherently competitive systems. Public education isn't, or shouldn't be, inherently competitive.
